Umm, what???? (spoilers for 2/3/ episode)

Since when would Frank (or any police commissioner) even consider negotiating with a gang leader? Yeah, I know that in the end he found a different way to deal with the situation, but the fact that he even considered agreeing to the deal is crazy. And having a judge or whoever sign off on such a deal.....  I call bull on that.
