There's a difference between kids movies and good movies
Now, I'm not trying to say that "all" kids movies are terrible, but let me fill you in on something:
When I was a little kid, I used to love both Secret of NIMH movies. Now as an adult, I consider NIMH 2 to be one of the worst sequels ever, with it's annoying protagonist, terrible songs, cringeworthy dialog, stale animation and confused writing. Luckily, my feelings for the first Secret of NIMH haven't changed. Why? Because it has an endearing and sympathetic protagonist who's strong without being annoyingly "feminist", imaginative visuals, and a dark but meaningful story.
The Secret of NIMH is a good kids movie.
The Secret of NIMH 2 is a kids movie that doesn't try.
Kids can be very easily entertained, but that doesn't mean they're stupid. They can still grow up, and learn the difference between what's good and what's not good. A good kids movie, or in this case, family movie, should be something people can look back at and still appreciate as an adult.
While some kids may enjoy Norm of the North right now, it may not be something they'll hold onto for the rest of their lives when they're older, not just because of the lazy writing or excessive toilet humor, but the twerking and the pop culture references are gonna make it seem dated as hell years later.
