Evacuation?

That's what we English folk call a plot hole. That or a mistake. Or goof. Gaffe?

If you do some research on evacuation events you will find that, incredibly, during an evacuation some people actually want to come into the area to see what is happening or to be there when the event that is causing the evacuation happens. So this movie portraying traffic coming both directions on the Golden Gate Bridge is accurate. Additionally, some people do not know evacuation routes that should be taken.
