I think it's because she was scared she might actually like Ben and then she went to Justin, because with Justin she already knows they sleep together and then they don't work out so, it's safe...

It may be a little more than that, I agree, Justin is safe, but she is safe for him also. Whenever he tries to move on she is there bringing him back into the fold. It has been made clear that he has tried to move on but he can't because he still loves her and does not really want to. She is doing the same thing to Ben she did to Justin.
