Well technically many people do not 'end' puberty until 25, some 'end' puberty as early as 14.

shareYou have a huge mixup going on here between "pedophilia" and "ephebophilia ". One is children, one is teens. One is generally considered sick and disgusting, the other highly inappropriate. Wiki: "Ephebophilia is the primary or exclusive adult sexual interest in mid-to-late adolescents, generally ages 15 to 19." 19 is above the age of consent just about everywhere.
So, "barely legal" would be targeted at those who do not wish to break any laws or social mores but still want to look at young women.
