Even though the first GI Joe had a lot of hate, i liked it as a fun, sci-fi type action war movie. What made it cool was the gadgets and tech weapons that helped make the movie. The second movie seemed to be more realistic. No weapons gadgets or anything like that. The only interesting weapon was the WMD they dropped from space. They should've kept it a light, fun action sci-fi movie theme that made it interesting instead of revenge angle.

I felt the inclusion of the playset-esque weapons in Rise of Cobra was the most sensible thing to do with the property. The costumes looked bad, but it delivered on fun factor. With Retaliation, the fun is gone, the realism clashes with the GI Joe brand, but the costumes are amazing.
Really if a third movie is 100% Snake Eyes driven, I think everyone would be cool with it.
