How did Harper find out about the flash?

Harper says it was by accident. But when did he find out? Was it when he took the picture of the old woman? That makes no sense because why would he have decided to take a picture of an old woman anyway?

He took a picture of the room next door to see if there were any zombies there, as in a periscope. It was an accident that the old woman was there and that's how he discovered they were afraid of flashes.
