I thought the winner of the competition was the team who brought in the most fugitives, not who made the most arrests.

Annie put up a picture of the Collins' redheaded girlfriend, meaning she had been arrested. Ok. fine. But she wasn't a fugitive, so how does she and any of the others count as points?

I believe it was people with warrants on them. In her case, she may gotten one from aiding the guy they were after. So I guess technically she counted as one after the fact.

The girl wouldn't have had a warrant on her until she was charged with a crime.

Right, and the warrant could have been issued by the time they finally got the guy they were after.
