Why didn't Zalil kill Surya after he killed Zaid

When Surya and Zaid run away from Zalil's terrace game, he hounded them and killed Zaid, but why didn't he kill Surya inspite of him remaining in the slum and marrying ?

Zaid was the main culprit not Surya. Zaleel knew it. Also If you remember, Inspector Farookh said to surya, "you are alive becuase of the police" after Surya came to know that Zaid is dead.

Also jaleel was underground after killing Zaid coz police was trying to arrest him
for murder of Zaid. He only raise again during riots at the end of the movie.
