Howcome they don't know him?

He was in a prison, they'd have records of his face and who he is..

Yet in New York (where else could this possibly be?) they have no clue about who he is and the cops have to figure that out?

Did I miss something? Surely they could have taken his photo and got a facial match on some sort of criminal database if he was jailed???
