Kind of disappointed at how Two-Face was handled

He's one of my favorite Batvillains so I was a bit saddened to see that he was basically reduced to a tutorial villain and punching bag for Catwoman.

Plus his design was a bit ugly (and not in a good way). There's really no need for half of his body to be disfigured if they were using the traditional origin of "Maroni threw acid in his face" (as opposed to DCAU where he was caught in the explosion) and having one side of his suit being burned off at the sleeve made it look pretty awkward IMO.

And the thing is, Paul Dini is apparently a fan of Two-Face...so it's curious as to why he got the short end of the stick.

Every game has to have an opening boss. Some introductory villain that helps put you in the right frame of mind. Two-face is a good starter villain because he lacks really any kind of super powers or abilities to really challenge Batman. Two-face just has a bunch of thugs and a pair of handguns. What they did well with him is an over-arching story line in the game. He's the last crime boss to remain in power (among Joker and Penguin). Sure I could have used more of him, but hey Two-Face has at least been in the game and seen several live action movies. Some villains are not privileged to get that kind of respect.

Which comic does he say he's most afraid of Two-Face? I know it's not in any of the movies or the animated series.

Two-Face has a great story, but he's not made for great final boss fight material. He could have a string of challenges (much like Riddler and Deadshot), but not a great fight sequence like Solomon Grundy or Ra's al Ghul. If anything the villain that needed a better boss fight (instead of the cut scene we got) was Hugo Strange~and that's only because that's near the END of the game.
