Virtually every problem brought up in the movie can be solved by just privatizing education. The sooner the better.

And what about the problems that the documentary conveniently left out, like parents who have no interest in their children's education?
What about the states where teacher's unions don't exist?
Or even home schooling........but then that would require the parents to be educated. Wishful thinking, I know.
I just know that my parents went to public school and got a perfectly acceptable education. Then the dept of Education came in 1979 and it's never quite been the same since. Coincidence? I think not.
No Child Left Behind does exactly the opposite of what it was originally intended to do.
