If the monster waking up is a catastrophic event, why did the government make only one weapon that can destroy it?

Why weren't these things rolling off the assembly line?

And why wasn't a squad of marines dispatched to Ascension all armed with one of these weapons?

Basically, we're facing the destruction of the world and the government's response consists a geologist and a briefcase RPG.
