For one, a lot of the logos are portrayed negatively.

It's actually French, and obviously a foreign satire on the evil over-commercialization and eco-unfriendly practices of (American) corporations.

It's heavily Simpsons-influenced.

Since when? Only a small handful of the characters act badly. Most of the logos are neutral scenery.

It's a creative short, but I question how satirical it actually is. The sheer absurdity of that many logos all packed in together could be taken as a jab at the loss of public space that is not used to advertise, but beyond that, there doesn't seem to be much else.

Exactly the point the film is making. It's not about the loss of public space to advertisements! The film showed plenty of green space.
