Saddest image in all of cinema

I saw this movie a couple years back, but every now and then for whatever reason I'll think of when the cop describes the little boy as having the "feeties" in his pajamas wore through from running through the snow trying to find his dad, and with frozen tears in his eyes. Oh god, just typing that...man.

I have seen a lot of movies with myriad heartrending scenarios, but nothing beats that one.
