I played online and the another person's quests saved into mine. I can't complete them because they are too high, and i am only in level 23/ can't access the area. Or too low and i've already completed them before. These are the only quests i can access. Is there any way to fix this?

That's annoying - I'm guessing you will need to go public and help someone else with those quests in order to clear them out :(
Another option (if you own Underdome) is to store your weapons and start a new character.
Then you can transfer your items to a friend - quit out - come back as the new character, collect and store them until you're ranked high enough to use them.
BTW - if you have General Knoxx then you can visit that area whenever you start up using your new character and quickly collect three weapons chests to sell off and a ton of cash.
It'd be a pain to restart but on the plus side you'll have a great idea what's the best way to do things and know enough to complete actions like - clean out all the cash early on - start off with a level 60 shield instead of the cheap 30 or 40 unit, change your mind on upgrade development - etc ...
