Samara romance

I know you can't fully romance Samara, but I wanted to take it as far as it allows. I'm a Paragon, so I was able to get to the part where you have the option of saying something along the lines of "everybody needs comfort", or stating that you just want casual sex. It didn't even give me the option to choose the first one about needing comfort. I was only able to offer the casual sex approach and she obviously declined. Why would it not offer the other dialogue option?
