Who is he?

If you are talking about Bill Nighy, one of the most shown scenes from "love Actually" is his character giving an interview saying his latest record is crap, that he had previously a heroin addiction and that sex with Britany Spears was rubbish. Then says he is joking about her.

I guess people half remember what he said as true of himself as a person.
