The Break In? Missing Necklace?

Yeah, it's been awhile and I am rewatching these movies. Is it ever explained about who/what broke into the house at the beinning of the movie? Was it Toby? The grandma/coven, maybe? I mean, whoever did it took the necklace and just completely destroyed the house. If the necklace and video tapes that Katie brought over (PA3) were the targets, why not just take them?
