Who was doing all that stuff to Channing Tatum [SPOILERS]

Who kept calling his house to get him to confess to the killings and who rear-ended his car and left the note telling him to confess? If it were the precinct, they wouldn't have wanted him to confess because it would ruin the precinct and the entire movie they didn't want that...it couldn't have been Vicky because she didn't want to hurt Channing Tatum as we saw in the end...so who was it???

MAJOR SPOILERS BELOW

Ray Liotta's character. It's unmistakably Liotta's voice on the phone.

You have to remember three things here:

(1) Liotta's character was a bit crazy and corrupt.
(2) At first, they thought it might have been Tatum's character contacting the newspaper. They needed to find out if it was him.
(3) When they found out it wasn't him, they were setting him up to be the fall guy just in case they needed one. Getting him to talk about the killings, manipulating him to start visiting the Queensbridge Houses, etc. was all part of that plan. They were going to make it appear that he was crazy, delusional and obsessed about his past at the projects, that he had questionable relationships with people there, and that he became obsessed with the reporter, whom he'd appear to kill (if they couldn't get him to really kill her). Just in case he did go along with them instead, they had a back-up plan, which is what they ended up using, although obviously it gets a bit screwed-up.

Good explanation. But all that is a lot of work. Just goes to show that telling the truth would have been simpler all around. Not like they were going to convict a 14 year old of murder for self defense against a junkie. I think the plot could have used a little more work, but then I think that about most plots.
