Just wondering, I thought it was one of the cops but that wouldnt make sense.

i vote Mathers who knew if this didn't get fixed he was going down too. Altho I don't know why he would, as he must have been at most a teenager in 86.
It was right after this that Mathers called Jon into his office for a "talk"/ Basically, go shoot the editor. I also think Mathers or stanford or Preneti shot the editor.

I agree it was probably Mathers or his crony. Mathers was not the least bit surprised or curious about Jonathan's face the day after the crash.
I say Mathers probably did it as intimidation tactics. Mathers and Charlie were not sure at first that Jonathan wasn't behind the letters. They wanted to ensure he stayed quiet and if it was not Jonathan behind the letters, wanted Jonathan to kill Vinny.
