Why was the officer charged at the end???
I'm assuming it had something to do with stealing police money so he could pay the informant? That part really confused me.

It wasn't that at all. I had to look it up, but basically Nick Cheung's character's wife left him but then got into an accident, and got amnesia.
He would constantly spend time with her, getting her to cobble his shoes and dancing with her, her unaware of who he is.
Then the father character finds out and she gets into another accident. When he goes to again, the cops have to arrest him and put a stop to it once and for all.
(the money was granted by Don's boss, if Guy was able to do the final job and get the gang arrested. So Don did not get arrested for the money.)
