Who are the bad guy ninja/fighters?

First, I know they are not ninjas, but they do seem to be non-Chinese fighters for hire. I have seen that type of clothing and hair styles before in other Chinese historical movies, and the characters are sometimes referenced as Mongols or "northerners".

Whatever they were, they seemed to be able to hold their own against Shaolin monks.
