if Frankie is Scottish, why doesn't she have a scottish accent??? Surely they could of got a scottish actress or at least someone who could do a scottish accent to fill the role?

Did she? I don't remember that. And when her complete backstory was finally revealed it was confimed she was brought up in Scotland at least from the age of three, didn't it?
