Where The $$$ Ran Out

Good effort on matte paintings (or whatever they call them now...CGI, I guess). The helium ship and a few other details were pretty well translated from the books, BUT....................
About half an hour before the end, you can tell -exactly- where the budget died. The hero/villain are cruising along in spiffy 1930's pulp-fiction aircraft and firing retro hi-tech weapons, and everything's ..well, not fine, but acceptable..and then they arrive at the pumping station.
...And someone from accounting evidently called down to the sound stage and pulled the plug; and the last half hour appears to be shot at a refinery in San Pedro.

Yup, I say you pegged it pretty well.

It amazed me how nice some of the CGI scene were, then splat.
