Victor's project

I was wondering if I overlooked or misunderstood something about Victor's construction work. At one point, when Leonardo keeps hearing thuds after Victor has promised to give up on his window, he looks out and reports to his wife that the work is going on inside Victor's house. This made me think there was something more to Victor's project which the film would eventually reveal but nothing ever came of it. Even when Leonardo enters Victor's house and upbraids Victor's retarded uncle, the camera doesn't show anything we couldn't see from Leonardo's window. In this connection, I felt there had to be a reason (beyond his wish for more sunlight), why Victor so stubbornly dragged his feet after acceding to fill in the hole. The lack of a credible rationale was one of the factors that made me see Victor as a sketchy character through most of the film. Was an explanation given or implied?

In my opinion the fact that Victor is making some reforms in the house is only mentioned to point out that he's spending a lot of money in the project and that the window is an important part of it.
That's why in one point of the movie Leonardo offers Victor $ 15.000 and more if necessary to cover the costs of what he's doing in the house (which is a lot of money for only a window)
