What was up with the tattoos?

I never got that scene. Fergie had a tattoo with his best friends girls name on it, and Frank had a tattoo with somebody elses name? Whos name did he have and why did they swap tattoos like that?

They both had the same tattoo, Rachel, if i'm not mistaken.
