It depends and happens a lot less than shown on this program. In most if not all states, when a person has committed a breach of the peace, felony, or is considered to be a reasonable danger to others in the security guards opinion, they have the legal right to arrest the person. It is usually not a special right either, it's granted to every other citizen in the state too.
Whoever is effecting a "citizens arrest" has to be pretty sure an offense was committed. If they are later judged to have cuffed someone who didn't fall into the states statutes and laws, they could themselves be slapped into cuffs for unlawful restraint, if the person restrained is a minor it's a felony offense if proved.
I, like those in previous comments in this thread, have no doubt that the detainment/cuffing etc. by security was staged or elaborated to make for interesting television.
Happiness is a belt-fed weapon.
