Why would the police investigator flirt with a child abduction suspect??

Anyone else find it very strange how Julie Benz's character acted towards the neighbor who was suspected of kidnapping the little girl? When he asks her out during his interrogation scene, she acts like a schoolgirl....giggling and blushing....and politely declining. Shortly after, she confides to others that she considers him likely guilty of kidnapping the girl. So, her reaction to the suspect of this serious crime is to indulge his advances??? Wouldn't most in that situation be disgusted instead???

Even later, when she goes to his house to ask more questions and he presses on with his flirtations, she smiles and is not very firm with him.

I think it's an example of how poor the screenplay is, though the story lines were certainly interesting (if not downright bizarre).

My impression at the time was that she was trying to use his attraction to her advantage...you know, like when a cop will pull the "I'm your buddy" routine to gain someones trust?..I would think an attractive female cop would be use to a certain reaction from suspects and would use it in her favor whenever she could. ...Hoping to get people to lower their guard.
I think the clues that this is what she was doing are fairly obvious..When the suspect is first coming on to her she looks down and definitely seems to be trying to regain her composure...she is pissed and trying to hold back from giving him an earful. Later this is pretty much verified when she tells her friend she knows he's guilty.
There's no advantage to her not playing along and not playing it cool..
