Springtime for Hitler!
I just figured it out (I'm slow). Production costs of $20M, plus another $40M in marketing costs, all for $1M in gross, and that figure has to include people accidentally wondering into the wrong theater. It's the kids' version of Srpingtime for Hitler, the deliberately awful play from The Producers. They tried to make something so offensive, so utterly wrong, that it would be destined for failure, thus hiding the fact that they sold something like 1000% in ownership to the granny brigade. And this movie is even worse. It's awfulness could not possibly have been accidental.
