Bullet making

I wonder if Eugene (or Gabriel) will somehow sabotage the bullets they are making so that when the final conflict comes about, the Saviors don't have any good ammo to fight with and Rick and crew win the day.

You know, I was thinking this could be a possibility. Probably not Gabriel as it looks like he's stuck with the busy work of sorting cases by calibers. Eugene on the other hand most definitely is aware of Project Eldest Son and could do similar assuming he could get his hands on some high explosive. Utilizing such sabotage gives a high probably of bypassing test rounds that I surely hope Negan will be monitoring.

It would generate some pretty gory FX too when a saviour's face is rearranged.

I figured that even if the bullets don't explode or anything like that, if the Saviors go into the big battle with a bunch of duds for bullets that wont fire, they won't have a chance.
I think that's what he did in the comics. He didn't make them all duds, just a small percentage of them so if it comes back on him, he could plausibly claim there were manufacturing defects.
Whatever he does, he is definitely planning something. He still cares about what happened in Alexandria, and when they brought Gabriel back to him, he said to Gabriel he is in the right place. Having someone in there he can trust should turn out to be a big deal for whatever his plan is.
