I can answer some of those for you.
First, SOI is no longer a strictly professional tour. The USFSA now has a partnership with SOI that has been going on for a few years (Evan was in SOI last year, as were Belbin/Agosto, and Meissner). Look at all the other skaters in Stars On Ice, only a handful of them are actually pro.
My friend Lanie knows Evan. The stress fracture is real.
Honestly what I've heard is buzz from other media that ABC made a deal with the ISU, saying they will broadcast their competitions from now on IF an American wins in figure skating in the Olympics. All disciplines were discussed. Shen & Zhao were heavily favored to win, as was Yu-Na Kim, and Virtue & Moir. Virtue & Moir have powerful backers (according to the source), which left the men. So the ISU agreed to let Lysacek win the Olympics. Isn't it coincidental that almost immediately after this Lysacek enters into contract with one of ABC's top-rated shows? Just an observation on my part.
As for the eligibility issue, it depends entirely on the country's federation's rules regarding that. You can not compete for years and still keep your eligibility. You can skate in shows and still keep your eligibility. You can not skate AT ALL (like Kwan) and still keep your eligibility (like Kwan). Weir for example is doing Plushenko's tour and it's not the first year he's done it.
E. Plushenko: Show what you are capable of!
I. Kulik: Figure skating is not figure jumping!
