Why make a Spy Kids 4 and not a Sin City sequel?

actually all the Spy Kids movie were more successful than Sin City. Also, there's some sort of rights issue involved with Sin City

I guess Spy Kids 4 was cheaper to produce than Sin City 2 which is more expensive.
