How did they get Peter O'Toole for this?
It seems so out of place for one of the greatest actors in history to be on this cast list...

its obvious what's happened here, they got O'toole for a narration job for the project when it was greenlighted, once they got his dialogue in the can they could use it as they saw fit. once they got their B movie cast and O'toole had been paid for his work, they thought they could beef up their little B movie with his narration

Actors will work for a buck just like anyone else, Mr. O'Toole did a film entitled "My Favorite Year" and his character was asked why he agreed to do the film his character is currently filming and stated it was because he needed to money to pay off his back taxes.
I'm not saying Mr. O'Toole needed money, but when Michael Caine was asked by Barbara Walters why he did "Blame it on Rio" he stated he had a mortgage payment due, and his business manager stated they were willing to pay him whatever it was they were going to pay him and he made his mortgage payment.
Actors have bills just like everyone else.
I've seen many bad narrated projects by actors who didn't have to show their face.
