Seems more Sheboygan to me.

I don't know about Sheboygan, but the general scenery doesn't really have a Kenosha feel to it.

As I was watching it I was trying to attach a local Kenosha place to each scene. Rural farmhouse. check.
Dismal local insurance office with bad paneling - check
Bar/restaraunt with dark interior - check
Outdoor hockey rink - nope
Old church - check
Stand alone car dealership/two story apartments - check
Quiet lake - nothing in the immediate vicinity, but within a half hour.
Black n White cop cars - check
Old, independent gas station - check
1970s style municipal building - nope
