Potential Spoiler: Greg Kinnear's ending line of 'Thin Ice'

Somewhere in the movie, he mentioned about the train station patron asking for the time with his narration explaining the movie. Now, at the end, he's selling something, and then asks for the time to another bar patron. Is he back to his scheming or trying to start a con himself?

In the very beginning of the movie, he explains how that line and others like it are the start of a conversation. He's just using it to start a conversation at the end of the movie, in order to possibly recruit a timeshare purchaser.

Not a con, at least not necessarily. I think he was selling a legit product.

Wasn't Kinnear the pawn for the farmer and the locksmith's scheme? The answer to your question would be neither one.
