Arrest at End?

The film ended with a haunting image of a little girl (probably 10-years old) being put in handcuffs by two police officers. She started crying and the credits rolled. Did I miss the context for this particular scene? I assume it goes back to the no tolerance rules, but I was wondering if we knew the particulars.

I know this is old but the little girl was even younger than that, she was like six years old, she was being arrested because she threw a tantrum.
