Guy making the announcements about each winner

He is awesome. It is funny to hear what he says. Does anyone know who this is? What does he normally do? Are the things he is saying true? I know he said that he was making them up...but is he?

For the times I was watching (I tuned into Mad Men's new episode before switching back to see them all on stage at the end), I thought the entire aspect was pretty pointless. Just pointless blabbering that went on I suppose to keep people from being "bored" for the 15 seconds that it takes for the winner to take the stage.

I tuned him out after the first time they did it.

"You've shown your quality sir. The very highest."

Wasn't he the PC guy from PC vs Mac? They introduced him briefly in the beginning and it looked a lot like him.
