Howard, who or what was Jack meant to be?

I just didn't get this character at all. Was he supposed to be a hooray-henry? Or a middle-class version of Gene Hunt? Prince Charles playing cop?? He wasn't just stupid - he actually seemed to be brain-damaged. Is that meant to be funny?
