Was it a teacher who said it?

If so, it probably means he will be grading papers. Drowning people's dreams by giving them F's which will be written in red ink.

actually, that's not quite what i meant when i wrote that line. dean bartlett delivers it (jasper's dad, henry's uncle) -- and he's talking about the budget cuts to the school which affect their programs and courses. meaning kids who dream about taking music, teachers without seniority, and even his OWN job may get "drowned" in a sea of institutional paperwork -- due to the lack of funds.

Ah, I get it. Never made that connection. I was thinking what that one poster did. Red Ink = Failing Grade. But now that you explain it, it does make more sense.
