shareactually, that's not quite what i meant when i wrote that line. dean bartlett delivers it (jasper's dad, henry's uncle) -- and he's talking about the budget cuts to the school which affect their programs and courses. meaning kids who dream about taking music, teachers without seniority, and even his OWN job may get "drowned" in a sea of institutional paperwork -- due to the lack of funds.
