Over the top Russian/Eastern European accent... CHECK
Using broken English to create hilariousness... CHECK
A non Russian playing a Russian (in the same vein as Sasha Baron Cohen doing a Kazakh) CHECK!
Absurd situations- many having to do with cultural misunderstandings and misinterpretations... CHECK!
Overtly sexual and lewd tones are the focus of said situations... CHECK!

You are forgetting a huge major difference, Borat(both the film and the various television segments) was hilarious while this show/character is complete garbage and basically unwatchable.
