Why aren't there any topics for this anime?

It's brilliant and lovely. It reminded me so much of Card Captor Sakura, an anime that leaves you with a sweet feeling and makes you satisfied to have watched it. And it's from CLAMP, the same company that created Card Captor Sakura.

Kobato is totally shoujo, really ooey-gooey lovey-dovey shoujo, too, so if you can only stomach anime like Akira or Samurai Champloo, this one's not for you.

Oh, and, holy crap, there's nothing ecchi about this anime. Whoa. XD
