It's pretty much okay.
The CGI is the highlight, for animation that's made for TV it's quite impressive, showing off the characters' expressions in true variety. (the best thing about the original strip these days is the artwork) The voices are decent, Frank Welker proves once again he's a master at voice acting, his Garfield is a combination of a tribute to the late, great Lorenzo Music while (somewhat) trying out his new thing.
The weakest part is the writing. Since the use of CGI leads to a focus on visual humor and slapstick, it's missing the dry wit and tongue-in-cheek humor that made Garfield & Friends so good. So the plots are rather predictable and unoriginal, stories we've all seen before. Even Garfield seems to have an absence of one-liners.
But, as you said, there's some potential, certainly with Mark Evainer on board, so I hope it comes.
