I get what you mean, but in truth it really can be stressful for the folks participating. The army has done similar training for years, using troops to play the parts of civilians, prisoners, enemy soldiers, etc. It can get quite intense, even when you know it isn't real. And for the colony, there ARE real consequences; getting sprayed with pepper spray, losing tools, food or supplies, etc. does affect them while in the simulation. Steal their food, and they can't eat it. Steal their tools, and they can't use them. So I wouldn't say it's totally without consequence; we just know no one is really going to be killed, raped, etc.
Here's to the health of Cardinal Puff.
