Her friend and dancing partner, Ned Diamond, prevailed upon Columbo to delay her arrest in the interest of saving her name and reputation.
Columbo saw that going ahead with an arrest, filing of charges, medical competency tests, and a potential jury trial was a moot point given her impending death.
Agree on all the reasons ... plus, by that time the mental degeneration had already gone far enough that she didn't even remember committing the murder. Not to mention that she was arguably only semi-competent when she committed the murder anyway.
