Why did R. Crowe buy so many drugs?

I like the part where the cop says 'don't you think it's unusual (or something like that) finding just that one bag of garbage'? Meaning R. Crowe wanted to mislead him.
Originally I thought, how stupid could he be to put his garbage out right there.

he bought those drugs to get friendly with dealer. he wont tell where to get fake passpoerts on first meet...
