Tape It Or Die PT 2 HELP!

I don't get the call for this mission. Yes, I'm outside the safehouse, yes I have visited them to give them the tools for the plate launcher.

Is it because I havent returned to actually pick up the finished plate launcher that Part 2 wont trigger? And if so, when exactly are you suppose to return to get the launcher?

Edit: When you give them the tools they should give you the finished weapon and the combo card.
