At the very end of TBOGT they have this montage of different scenes from around the city. At the end, Packie is shown exiting a taxi and entering the airport and the very last shot is a plane taking off. Is the next GTA going to be about him? Or is it going to be another Episode?

I doubt that they're gonna make a GTA about him or an episode about him. Rockstar was probably just summing up the GTA IV era. That's what I think, anyway.
