Actually, it doesn't. The first game takes place before this one. This one takes place before Halo 3. So yeah. Doesn't make sense at all.

Even though according to storyline of Halo 2, the Covenant civil war began weeks after they left Earth, in ODST we have armored Brutes exactly after the ship leaves for the ring, and dead Elites... And tanks already have an extra gunner seat, and the amount of grenades you can pick up is even greater than that of Halo 3, and ODSTs can jump as high as a Spartan, and even though in previous games they are useless, in ODST they kick Coventant-ass big time on their own. Oh, yeah and you can take turrets off the ground and run even faster than a Spartan...
Yes, game's got inconsistent storyline issues.
Orbital Drop Shock Troopers are basicly Spartans before they become Spartans.

Physicaly the same as the spartans before they had their body augmentations to make them faster, stronger and obviously without the green armor.

Uhm, no, they're not.
They are just pretty well-trained marines who think they're the best *beep* ever.
Maybe Rookie is the next Master Chief, e.g. when the current is old and grey, maybe he's a clone of Master Chief. But what's more likely is that the creators thought they needed a Master Chief like character and so Rookie was created with no actual connection to Master Chief himself. But I think a clone story would be cool.
