Did they ever explain or give a reason for the Heck boy's odd names?

Yes- in the episode where Brick found out he was switched at birth I believe. Sue also has an odd name: Sue Sue Heck

I think I saw the one about Sue's middle name being Sue IIRC because of a typing mistake on her birth certificate that Neither Frankie nor Mike ever got around to fixing.

I think it's the first episode where Frankie says something like "You know that idea of giving a kid a strong name makes them a strong person?" Then Brick is introduced.

Yeah, it's pretty clear after she says it and you see Brick. That's the point Frankie is making.
